Tuesday April 9, 2013 – The Truth, Justice and Reconciliation Commission led by Ambassador Kiplagat was yesterday treated to a rude shock after the top security officials and two MPs failed to appear before the commission to shed more light on past human rights violations.
NPSC Chairman Johnston Kavulundi, NSIS Boss Michael Gichangi, Mr. Stephen Kirogo, Kajiado MP Joseph Nkaisery and Kapenguria MP Samuel Moroto had been widely mentioned in connection with the violation of human rights in the past.
NPSC boss was summoned to explain atrocities committed by police since 1980s and 2008 which include extra-judicial killings, sexual violence and destruction of property during operations.
NSIS Michael Gichangi was to explain police involvement in systematic violation of human rights from 1963 to 2008, while Kirogo was to represent the Head of Public Service Francis Kimemia and produce a certain report which the commission had requested from Kimemia without success.
Those who honoured the summon were former Chief Justice David Chunga and former appellate Judge Samuel Bosire who denied prosecuting individuals opposed to the then President Moi unarbitrarily during the Nyayo era.
