Sunday, January 13, 2019- Despite her rare condition, Devan Merck is keen to start a family and lead a normal life.

The 23-year-old was diagnosed with Mayer-Rokitansky-Küster-Hauser syndrome meaning she had no vaginal canal, a malformed uterus and no cervix 11 years ago.

Surgeons created a ‘man-made’ vagina using skin taken from her bottom - allowing her to have sex and lead a normal life.

And now Devan and her husband Trent, from Georgia, USA, are hoping to start a family with the help of a surrogate.

 “I am no different - instead of having a fully functioning vagina. I have a man made vagina.” A beaming Devan said

“For years I was bullied and felt different. Kids would call me a ‘boy’ and a ‘freak’ and boyfriends would disappear when they realised I wouldn’t have sex.

 “Me and my husband will finally be able to start our family and our next step in life together.

“My vagina might be man-made rather than god given but I’m a complete woman and I hopefully it won’t be long before I’m a mother too.”

Internal Audit Manager

REF: 001/2019

Job Purpose      

Continuously ensure internal control systems, risk management and governance, procedures and policies with a view to minimize risk exposure for utilization of assets and other resources.

Responsibilities

Audit Responsibilities

·         Develop annual internal audit plans for approval by appropriate authority and ensuring that routine audits are carried out as per agreed plan;

·         Review all Trust policies and other statutory requirements to ensure compliance with the laid down internal controls;

·         Review operations and programs activities to ensure they are consistent with established objectives and goals;

·         Conduct discussions with line Managers on commencement and completion of all audits;

·         Check the soundness of accounting procedures and reliability of financial records and reports;

·         Conduct audit reviews of policy and compliance to standards/regulatory requirements;

·         Ensure there is adherence to statutory and reporting requirements;

·         Liaise with external Auditors to foster co-operation, reduce duplication of effort and ensure appropriate sharing of information;

M & E Officer

Job Purpose

The LM&E Officer will be responsible for the design and implementation of M&E framework that is integral to achieving MESPT objectives. He/she will be responsible for monitoring and ensuring high quality and timely inputs, and for ensuring that MESPT maintains its strategic vision and that its activities result in the achievement of its intended outputs at a cost effective and timely manner.

Responsibilities

·         Review, analyze, and compile monthly, quarterly, annual activity reports to comply MESPT reporting requirements;

·         Provide inputs, information and statistics for quarterly, annual and other reports to the CEO on the goal achievements;

·         Manage the MESPT Resource Centre;

·         Participate in annual project reviews and planning workshops;

Finance Officer

Job Purpose

To support financial service providers to more effectively serve the agricultural value chain actors with appropriate financial products thereby enabling MSME, farmers, groups and associations invest into their value chain activities leading to the sustained improvement in competitiveness of selected value chains.

Responsibilities

·         Establish close working relations with regional authorities and other private sector initiatives in relation to agri-business and SMEs value chains financing;

·         Market the Green growth facility and recruit existing and new prospective investors;

·         Prepare plans and budgets for the areas of operation in close consultation with the Head of Credit & Business Development;

·         Go beyond established procedures and models, propose new approaches which expand the range of financing products;

·         Develop business plans for lending as a requirement for seeking loans;

·         Ensures that partner institutions offering credit to farmers and SME respond to market needs;

·         Build the Loan portfolio through attracting and recruiting new clients as well as expanding the product range and rate of loan uptake of existing clients;

·         Identify and support mobilization of farmers, groups and associations on negotiating capacity in order to increase their chances of accessing retail financial services in different value chain stages;

·         Support the implementation of rural financial services programmes of MESPT and monitor wholesale lending to target groups; and

·         Prepare quarterly progress and annual reports to the Head of Credit & Business Development;

Qualifications

·         Bachelor’s degree in Business Management, Finance, Agribusiness, Agricultural Economics & Rural Development or related fields;

·         At least 5 years post-qualification experience in the financial sector;

·         Experience in a financial institution handling Micro & SME clients will be an added advantage;

·         Sound Knowledge of agriculture value chain finance or agriculture/rural finance or SME banking;

·         Have an excellent interpersonal, analytical and people management skills;

·         Sound understanding of the current and emerging banking products;

·         Excellent communication and presentation skills, with outstanding reporting skills;

·         Good negotiation, decision-making and problem-solving skills;

·         Ability to handle pressure and work with minimum supervision;

Auditor

Purpose of the Position

To provide an independent objective assurance and consulting activity designed to add value and improve the organizations operations. This will be done by using a systematic approach to evaluate and improve the effectiveness of risk management, internal control and governance processes of the Organization.

Must prove high standards of professional and social ethics and will conduct regional engagements of varying size and complexity, provide support for planning for the various phases of the field work, carry out audit work as assigned by the Regional Senior Auditor or Regional Audit Manager, provide a summary of audit findings, criteria, risks and recommendations.

Responsibilities

Technical Execution

Planning

·         Participate in the Annual Planning process: contribute to the preparation of the annual audit plan as will be directed by the Regional Audit Manager (RAM).

·         Active engagement with senior management staff within the NOs in order to gain a good understanding of their business and ensure the efficient execution of assigned audits.

·         Ensure the preparation of pre – audit information and coordinate receipt of information from the auditees before the fieldwork.

Audit Execution

·         Conduct detailed risk-based audit work and document findings of all allocated assignments within prescribed Audit Plan time lines.

·         Provide role of Advisor to Senior Leadership in absence of/ as may be delegated from time to time by RSIA or RAM.

·         Review follow up evidence of implementation of audit findings as per auditee audit implementation plan to ensure audit matters arising are fully resolved.

Ensure WV GIA quality standards are maintained, which includes but is not limited to

·         Timely audit binder setup and technical execution of audits (planning to completion) in Governance Risk & Compliance (GRC) system.

·         Develop and submit timely audit work and draft findings to Regional Senior Internal Auditor (RSIA) for review.

·         Ensure timely resolution of audit review feedback from RSIA.

Professional Development

·         Maintain Continuing Education (CPE) by attending online courses or professional seminars and trainings. The incumbent should maintain a minimum of 40 units per year.

Other

·         Provide regular capacity building to Management Teams within NO Portfolios assigned, regarding RBIA and enterprise risk management during field work, and at designated training forums planned by Management.

·         Support and implement the Global Internal Audit (GIA) initiatives deemed to increase the internal audit team effectiveness and efficiency.

Knowledge, Skills & Abilities:

Required

·         Bachelor degree in Audit, Accounting, Finance or related field.

·         Professional audit certifications (ACCA/CPA/CIA) finalized or in advanced stage of certification process.

·         Must be able to effectively work with new and changing situations including new regulations; where there may not always be a readily apparent solution.

WASH Officer (2 Posts)

Purpose of the position

To coordinate and provide technical support to ADPs to ensure the successful implementation of all Regional level WASH and Construction interventions that directly contribute to the attainment of child wellbeing outcomes in the two allocated regions. The incumbent will oversee implementation of WASH & Construction projects, mobilize appropriate resources, coordinate DM&E issues of WASH & Construction related activities and undertake capacity building of WASH & Construction staff in the two regions.

To successfully do so, the Regional WASH Officer must be able to effectively communicate World Visions Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

Responsibilities

Technical support 40%

·         Provide innovative and strategic leadership, effective management and timely administrative support for all regional related WASH and Construction interventions in the two regions;

·         Ensure that business processes, standards and guidelines related to WASH and Construction initiatives are in place and effectively implemented and adhered to within the two Regions.

·         Coordinate with the National WASH and Construction coordinators to effectively support WASH and Construction projects to carry out assessments, designs, measurements of construction and in accordance with established standards, policies and procedures

·         Coordinate with relevant line ministries and other relevant departments in providing technical support and assistance to all WASH and Construction projects

·         Oversee Implementation of WASH and Construction projects to ensure quality, effectiveness and timely implementation towards realization of WVK Strategy for child wellbeing.

·         Ensure that all WASH interventions within the two regions meet or exceed planned outcomes and are implemented in full compliance with WVK, GOK, WHO, SPHERE and other relevant partnership and international standards and guidelines;

·         Collaborate with the NO WASH to provide ADPs with the appropriate technical orientation needed to achieve child wellbeing outcomes;

Quality Assurance -Design Monitoring, Evaluation and budget Utilization 30%

·         Provide technical support during, Assessment, Planning, Designing, baselines, monitoring, reporting and evaluation

·         Supports ADP staff to monitor timely and appropriate utilization of budgeted resources for all WASH interventions in the region

·         Review WASH and construction reports for the two regions

·         Review all engineering surveys, assessments, evaluations, studies, designs and terms of reference and bills of quantities within the region

·         Conduct regular field monitoring visits

·         Monitor budget utilization of all WASH projects in the two region

·         Provide documentation of WASH & Construction best practices and approaches for donor engagement.

·         Facilitate regional annual reflection meeting with all sector specific staff from Programmes and Grant projects

Advocacy, Engagement with strategic partners, Linkages and networks & partnership development 10%

·         Support WASH Projects and promote advocacy on issues through development of position papers and policy briefs for Advocacy at the County Levels.

·         Support WASH staffs at the regional level to successfully engage with key internal and external stakeholders

·         Support WASH Projects to ensure that the key laws, polices, regulations and government service delivery standards in the Health, Nutrition, WASH, Education, and all other Livelihoods and Resilience sub-sectors are shared, interpreting and explained to communities

·         Support in ensuring that specific focus is given to sharing, interpreting and explaining to communities all the Devolution related laws.

·         Support the WASH Projects to build a Strong evidence for advocacy.

Resources Acquisition 10%

·         Support development of technically sound funding proposals through provision of information & data and review in collaboration with ADP Managers, other sector specialists.

Capacity Development 5%

·         Facilitate proper understanding of WASH policies, standards, business processes and procedures.

·         Facilitate capacity building of staff and communities in WASH programming and implementation of WASH and Construction projects as well as promoting relevant advocacy on WASH issues

Others 5%

·         Any other duties as assigned by Supervisor or designee

Qualifications

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

·         Must have a Bachelors degree in a relevant field from a recognized University preferably Civil Engineering or higher national Diploma in Civil/Water Engineering.

·         Minimum 5 years experience for those with BSc. And 10 years for those with Higher national Diploma with regards to the designing, planning, implementation, supervising and reporting on integrated development with bias in WASH and construction projects;

·         Minimum least 2 years experience in leadership position

·         Must be results orientated leader who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands and;

·         Good public relations skills

·         Must be a strong team player.

Project Officer

Purpose of the position

To implement and monitor health and nutrition emergency response interventions in Mandera County through various approaches which include Integrated Management of Acute Malnutrition, Infant and Young Child Nutrition and capacity building of health workers and community health volunteers.

Responsibilities

Programmatic and technical support for nutrition projects 40%

·         Ensure all affected children, pregnant and lactating women are identified, admitted and discharged from emergency nutrition programs as per national

·         Integrated Management of Acute Malnutrition(IMAM) guidelines and Maternal Infant and Young Child Nutrition (IYCN) guidelines

·         In liaison with Ministry of Health organize and coordinate integrated outreaches in hard to reach areas to increase access to nutrition services

Qualifications

·         The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

·         Minimum of Bachelor degree in Nutrition, Public Health, Nursing Sciences,

·         Environmental health or their equivalent related field.

·         At least three years working experience of which two should be in a maternal, newborn and child health/nutrition interventions.

·         Good understanding of Ministry of health systems, Health and Nutrition programming models, standards and guidelines , Ministries of Health structures at county and national levels

·         Familiarity of national Health and Nutrition policy and advocacy instruments and structures

·         First-hand experience in health and Nutrition programming including in complex emergencies

·         Significant experience working with an NGO environment, community and peoples groups, state institutions etc.

Purpose of the position

To provide programmatic and technical management in successful implementation of MNCP grant aimed at contributing to improved children wellbeing outcomes within the project area.

Project Management 40%

·         Ensure project activities and implemented as per project budget, scope and schedule

Monday January 14, 2019-Deputy President William Ruto has asked Jubilee Party leaders to respect the president.

In the past two weeks, Gatundu South MP, Moses Kuria and his Bahati Counterpart, Kimani Ngunjiri, have been disrespecting the President by accusing him of marginalising Mt Kenya region.


 Addressing congregants when he attended a Nakuru church on Sunday, Ruto also called on politicians to tone down on sentiments that may sow division.


“Let us all engage in politics of empowering people. There are no issues in Jubilee as is being portrayed out there,” Ruto said.


The DP said leaders should not be distracted by non-issues and rather focus on uniting and serving Kenyans.


He said the politics of uniting Kenya is what “we must embrace if Kenya is to progress”.



“Jubilee is a party of diversity and national outlook that stands on the foundation of transforming Kenya. As such, all Jubilee leaders must focus on its agenda,” he said.


He concluded by saying that there was no place for ethnicity, division and false promises in the party.


 “I ask those interfering with the affairs of the party to keep off. As a matter of fact, there is no contest in Jubilee. There is only one leader in Jubilee. Any other person outside that framework is a liar,” the DP said.

Monday January 14, 2019-Political analyst, Herman Manyora, has told Kenyans to prepare for a super shocking candidate as President Uhuru Kenyatta's choice for the President come 2022.

This follows Uhuru’s shocking announcement in Nyeri last year, warning politicians against attempting to make predictions on his likely choice in 2022, stating that his endorsement will shock many.


Speaking over the weekend, Manyora said that the person Uhuru has in mind might not even be a politician at all.



He told the country to prepare for a Jimmy Wanjigi endorsement as Uhuru’s preferred candidate for 2022 Presidential race, saying that the celebrated tycoon has done a lot for the Presidency and could take it home.



"It could be none other than Jimmy Wanjigi.”

Monday January 14, 2019-Former Vice President, Kalonzo Musyoka, is no longer the Ukambani kingpin going by the developments that happened in Ukambani region on Saturday.

In a five -hour meeting, Governors Alfred Mutua (Machakos), Charity Ngilu (Kitui) and Prof Kivutha Kibwana (Makueni) resolved to work together and vowed to form the next government in 2022.


In their resolution after the meeting, the leaders said Kamba region will no longer be used as a tool to achieve power in 2022 and they will have a presidential candidate in 2022.


The trio also criticized Kalonzo Musyoka saying he has no development record despite being in senior positions in the government for over 50 years.


"We want to define the development agenda of this region. Our people have suffered for too long because of poor leadership," Ms Ngilu said, adding they'll provide leadership that changes people's lives.


Efforts by Kalonzo of trying to attend the meeting were thwarted after the governors said the Wiper Democratic Movement party leader is not a leader to be trusted.

Monday January 14, 2019-A section of Jubilee party members have expressed their discontent with their Secretary General, Raphael Tuju, giving him a seven-day ultimatum to either apologise or resign from the party.

Addressing the press on Saturday, MCAs drawn from Rift Valleydemanded that Tuju retract his statements that Deputy President William Ruto was not the automatic party candidate in the 2022 Presidential race.


"If he is not supportive of the leadership of Jubilee, let him resign and join Raila or whoever he wants to join and leave our Jubilee Party alone.”


“We are giving him seven days to apologise or resign," the MCAs demanded. 


They threatened to withhold their monthly contributions if the situation was not resolved to their satisfaction.


Former Jubilee Vice Chairman, David Murathe, had also warned that Ruto should not vie for the Presidency come 2022 as he would have finished his two terms with President Uhuru Kenyatta.

Monday January 14, 2019-State House has come out to defend its decision to snub Deputy President William Ruto during the installation of Bishop Philip Anyolo as Archbishop of Kisumu Archdiocese, saying it was not aware that the DP would attend the function.

This was corroborated by a top aide to Deputy President William Ruto, who admitted that President Uhuru Kenyatta was not aware of DP's Saturday trip to the lakeside city.


According to the aide, the DP had not notified anyone about the trip and would not therefore tamper with State House arrangements.


"Honestly it was an impromptu visit.”



“He was only supposed to meet a delegation from Narok then attend a wedding in Nairobi.”



“However, he changed his plans and that's normal.”



“He couldn't interfere,” said the aide.



During the function, Ruto had to invite defense minister Reychelle Omamo to read President Uhuru Kenyatta's speech; something that caused social media storm with some referring it to as a serious breach of protocol.

Monday January 14, 2019-Deputy President William Ruto is among influential African leaders who have been selected to give lecture on the “Future of Africa” in a summit to be held in London in February.

The summit, which will be held at the prestigious Warwick University, London, will attract hundreds of investors from across the globe.


The DP will be speaking at the event alongside Samira Bawumia- Ghanaian politician, and the Second Lady of Ghana. Bawumia is also CEO and founder of the Samira Empowerment.


This will be the first lecture by the Deputy President since he was conferred with his Doctorate Degree from the University of Nairobi.

 Ruto’s visit to London will also be the first one since the day he was indicted by International Criminal Court (ICC) in 2010.


 Ruto was indicted together with President Uhuru Kenyatta in connection with  2007-08 post election violence where over 1000 people were killed and over half a million displaced.


Uhuru’s case was withdrawn in 2014 for lack of evidence while Ruto case collapsed in 2016 for the same reason.

Monday January 14, 2019-Deputy President William Ruto’s Spokesperson, David Mugonyi, has finally come clean on the so-called frosty relationship between the Deputy President and his boss, President Uhuru Kenyatta, affirming that the DP is still paying loyalty to the President.

In a statement, Mugonyi reaffirmed that all was well between Ruto and Uhuru and blamed the media for trying to create a wedge between the two with rumours and innuendos.


He denounced the current wrangles within Jubilee pitting Ruto’s camp against Uhuru’s, pointing out that there are leaders with heinous motives of creating mayhem within the party. 




“But there are a few who want to twist this matter for cheap political gain.”


“The Deputy President respects and is loyal to his boss, the President.”




"Any other view from political brokers is false, malicious and spurious and should be treated with contempt," stated Mugonyi.


Mugonyi further reiterated that the DP has shelved politics to focus development, working along with Uhuru Kenyatta to deliver big four agenda, thus shaping the legacy that his boss has set to achieve.

However, it has now emerged that there is more than the cheating allegations that saw Lilian go berserk and humiliate the Kisii businessman on social media.


According to a reliable source, Lilian had asked her now ‘community husband’ a soft loan of Sh10 million to set up a high end spa in Kilimani Nairobi.


However, Mr. Jared became suspicious and upon probing further, he found out that the her idea of a spa was just away to swindle him and that is when sh!t hit the fan.


While Jared has been quite despite the allegations Lilian leveled against him, he was recently quoted saying that he’s glad the relationship ended because the TV girl could not add anything to the table.


He also revealed that Lilian was insecure and jealous and always tried to go through his phone.

She added that Mr. Kanene is a man of “unpredictable moods, ungovernable temper and violent in nature,” and that he had absconded his duty as a husband or as a father.

Monday January 14, 2019-Deputy President William Ruto on Sunday visited Naivasha town where he attended a church service at Joy Celebration Church.

Ruto, who was accompanied by by more than 40 Members of Parliament, two governors, a senator and several MCAs from Mt Kenya region was welcomed by thousands of residents who danced to Ruto’s songs.

Singing in Kikuyu, the residents told Ruto that they cannot betray him in 2022.

Monday January 14, 2019-A vocal Kalenjin community MP has said Deputy President William Ruto may fail to win the 2022 presidential race because of poor politicking.

 In an interview with a local daily on Saturday, Emurrua Dikkir MP, Johanna Ngeno, said Ruto must change the mode of politicking if he wants to succeed President Uhuru Kenyatta in 2022.


 The MP said Ruto’s trouble started in 2017 during Jubilee Party primaries when he rigged out notable leaders thinking that this will help him have smooth ascent to power in 2022.


“He fought independent-minded people who would have now come in handy. He thought he would succeed without them,” Ngeno said.


 He advised the DP to fall back and embrace the people he has been fighting or risk going into permanent political collapse.

Monday January 14, 2019-The growing rift between Wiper Party Leader, Kalonzo Musyoka, and Makueni Governor, Kivutha Kibwana, played out during the burial of former nominated Councillor Agnes Musili's son in Kinyambu, Thange Ward in Kibwezi East Constituency.


This is after the current and former MCAs ejected Prof. Kibwana’s supporters from the funeral, accusing Kibwana of leading a rebellion against the former Vice President.


Trouble started after former Kibwana's Chief Officer for Devolution, Musyoka Kivungi, stood to respond to calls by Kamba clan elders to the Governor to stop attacks towards Kalonzo.


The elders had warned Kibwana against derailing Kalonzo’s Presidential bid.


 “Let him not keep on attacking Kalonzo on grounds of his performance, Kalonzo has no kitty for development.”


“Let the three Governors work for the people, they have our taxes,” the elders had said.


But Kivungi’s defence of Kibwana infuriated the MCAs and the elders who literally hounded him and his people out of the funeral.


Speaking following the drama that was witnessed, the County Wiper Chair, Francis Mutuku, said any call for fresh leadership in Ukambani on the pretext of developing the region was not genuine.


“If there is a sin that will not be forgiven, it is the one committed towards Kalonzo Musyoka.”


“We will support him since he is a step away from Presidency,” said Mutuku.
